MCL Landslide Case: Fourth body of missing person recovered from Bharatpur mine

Sambalpur: Rescue teams recovered fourth body of the missing person from the accident site at Bharatpur OCP in Talcher Coalfields of Mahanadi Coalfields Limited (MCL), while coal production and dispatch continued to suffer on consecutive 13th day.

It was identified as the body fourth missing person Mr Ramesh Dash, Security Guard of D. K Dana Security Agency, a contractor in the mines.

In the morning, the employees of MCL along with Trade Union Leaders met the Sub-Collector, Talcher and submitted a representation to restore normalcy in Talcher Coalfields and resume production in the remaining eight unaffected mines of the company.

Later, a tri-partite meeting with the Sub-Collector was held with the striking villagers and MCL’s General Managers which ended un-conclusive with the villagers sticking to their demand of a permanent job in MCL along with Rs one crore as compensation.

A day before, a similar incident involving a death of a contract worker had taken place in another CPSU in the same district Angul where the protestors agreed for a job in the contract work under skilled category as compensation besides compensation as per the Employee Compensation Act.

MCL has offered compensation as per the Employee Compensation Act besides a contractual job as governed by the High Powered Committee (HPC wages) which is much higher than any contractual job offered in any PSU.

The stalemate in Talcher Coalfields has not only affected the livelihood of around 40,000 people, besides reduced share in District Mineral Fund (DMF) and CSR contribution for the villagers of Talcher.

The Blockade has also resulted in closing of units of the Power Houses which were dependent on Talcher Coalfields for the supply of the dry fuel.

The Power producer NTPC, Kaniha has already been forced to close 4 of its 6 units, Talcher thermal Power Plant (TTPS) is running at 50% Plant Load factor(PLF). Major Power Plants in Southern India namely, APGENCO, APPDCL in Andhra Pradesh, TANGEDCO, Neyvelli Lignite Corporation and NTEL (A joint venture of NTPC & TNEB) in Tamil Nadu, and KPCL in Karnataka continue to report depleting stocks of coal and are on the verge of closing their units leading to a massive fall in electricity generation if the un-affected mines of Talcher Coalfields are not allowed to begin operations.

Meanwhile the cumulative losses upto the 4th of August 2019 stands at 23.14 Lac tones of coal, 26.64 lac tones of Despach, 22.56 Lac Cubic Metre of Over Burden Removal, loss to the company stands at 234.92 crore, loss to the Central & State Exchequer at 152.06 crore and a Generation Loss of 3672.31 Million Units.
