A few days after completing his one-year term as Joint Secretary in the Government of India, the New Delhi establishment empaneled Vinay Kumar (IAS: 1999: BH) for a position at the Centre with the rank of Additional Secretary. While some may perceive his empanelment as a special case, that is not accurate.
