The minister claims that the aim is to make sure the country's 35% of all cargo handling passes via the railways. "Concor should also investigate since cargo aggregation offers a lot of value addition." he said.

According to railway minister, Ashwini Vaishnaw, Container Corporation of India (Concor) should aim to develop at least 100 terminals, double its turnover and launch end-to-end services. "You are currently thinking of having 80 terminals, I request you to target at least 100 terminals," Vaishnaw said. He also said the Railway Board will make land available for the company.
Concor chairman and MD Sanjay Swarup announced in January that the firm wants 80 container terminals by 2028. An investor presentation claims Concor now has 66 terminals. The percentage of Indian Railways in cargo had dropped to its lowest at 26%; but, it is beginning to grow once again and stands at 29%.
