TCS Wins ₹122.6 Crore Bid to Build AI-Enabled Digital Governance Platform for Odisha

Mumbai, 8 September 2026: Tata Consultancy Services (TCS) has won a bid worth ₹122.6 crore to implement the next phase of the Odisha State Workflow Automation System (OSWAS 3.0), extending its long-standing partnership with the Government of Odisha by around six years.

Powered by TCS DigiBOLT™, the governance platform will combine workflow automation, integration, analytics, security and AI-enabled capabilities on a common digital foundation. It will provide government departments with a unified digital workplace enabling digital file processing, electronic approvals, real-time tracking and easier access to records.

OSWAS has already helped Odisha transition from paper-based processes to a more transparent and efficient digital system. The platform currently supports more than 4,600 government offices and nearly 50,000 users across the state.

Shri Vishal Kumar Dev, IAS, Additional Chief Secretary, E&IT Department, Government of Odisha and Chairman, OCAC, said OSWAS has evolved into the digital backbone of the state government. He noted that OSWAS 3.0, built on modern microservices architecture with AI, enhanced security and Odia language support, will simplify administration and enable faster, informed decision-making.

Sushil Jain, Head – Public Services India, TCS, said Odisha has been ahead of the curve in using technology for governance, and OSWAS 3.0 will further strengthen this foundation with a more secure, scalable and mobile-first platform.

Odisha’s paperless administration journey began in 2009 with OSWAS 1.0, followed by a technology refresh and wider rollout under OSWAS 2.0 in 2018. The latest phase will introduce a modern, AI-enabled and mobile-first platform with deeper integration across government systems.
