Union Minister Launches First-Ever Administrative Training for Scientists
New Delhi, April 6, 2026 – Union Minister Dr Jitendra Singh launched the "Administrative Capacity Building for Scientists and Academicians" programme at Vigyan Bhawan in New Delhi on April 5, 2026. The initiative, introduced during the ongoing #SadhanaSaptah, marks the first dedicated governance training for India's scientific community under the Mission Karmayogi framework .
Bridging a Long-Standing Gap in Scientific Leadership
Dr Jitendra Singh highlighted that scientists and academicians often take leadership roles without formal exposure to governance processes . This structured training programme addresses that gap systematically.
Many professionals from scientific backgrounds transition into institutional leadership positions. However, they previously lacked formal training in budgeting, parliamentary procedures, and administrative decision-making . The new programme reduces dependence on informal self-learning methods that can be uneven and time-consuming .
Programme Features and Key Objectives
The Administrative Capacity Building for Scientists programme focuses on several core areas. These include building governance and leadership skills, improving decision-making capabilities, and preparing scientists for administrative roles .
The training modules will evolve with emerging technologies, including artificial intelligence. Dr Jitendra Singh emphasised maintaining a balance between technology and human judgement .
The Capacity Building Commission will play a central role in designing and implementing the programme. Specialised modules for specific administrative tasks, including a focused course on answering Parliamentary Questions, are being developed .
