Saleem Ahmad Takes the Helm at RVNL; Relinquishes Director Role at NBCC

NEW DELHI — December 23, 2025 — In a coordinated top-level management shift within India’s Public Sector Undertakings (PSUs), Shri Saleem Ahmad has officially assumed the charge of Chairman & Managing Director (CMD) at Rail Vikas Nigam Limited (RVNL). The move follows his successful tenure as Director (Projects) at NBCC (India) Limited, from which he was formally relieved earlier today.

Strategic Leadership Change at RVNL

RVNL, a Navratna PSU under the Ministry of Railways, informed the stock exchanges (NSE and BSE) that Shri Saleem Ahmad took over the reins effective the afternoon of December 23, 2025. He succeeds Shri Sukhmal Chand Jain, who ceased to hold the position of CMD on the same date.

The appointment comes through a formal directive from the Ministry of Railways and the Appointment Committee of the Cabinet (ACC). RVNL confirmed that Shri Ahmad is not debarred from holding office by any SEBI order, ensuring a smooth transition for the infrastructure giant.

Exit from NBCC (India) Limited

Simultaneously, NBCC (India) Limited issued a formal notification regarding the cessation of Shri Ahmad’s directorship. Having played a pivotal role in NBCC’s large-scale urban redevelopment and institutional projects, he was officially relieved to facilitate his elevation to the top post at RVNL. NBCC stated there were no other material reasons for his departure other than this prestigious government appointment.

Shri Saleem Ahmad brings a formidable track record to his new role, characterized by technical excellence and large-scale project management:

• Educational Background: He holds a degree in Civil Engineering from the prestigious Jamia Millia Islamia University, New Delhi.

• Decades of Expertise: With over 35 years in the construction sector, his expertise spans bridges, tunnels, and complex residential/commercial developments.

• Metro Legacy: Before his stint at NBCC, he served as Executive Director (Civil) at Delhi Metro Rail Corporation (DMRC), where he was instrumental in implementing last-mile connectivity solutions and sustainable infrastructure.

• Port & Maritime Experience: His early career includes a significant tenure at the Mumbai Port Trust.
