Prior to this, Sh. Tomar was shouldering the responsibilities of the Divisional Railway Manager, Palghat division of Indian Railways. He is M. Tech from IIT Kanpur and joined Indian Railway Service of Signal Engineers (IRSSE) of Indian Railways in 1992. During his stint in Central Railway, North Central Railway, South Central Railway, Research Designs and Standards Organisation (RDSO) Lucknow, Indian Railway Institute of Signal Engineering and Telecommunications (IRISET) Secunderabad, he worked in the areas of Railway Operations and Projects, Research and Development and Training. He has also worked as Group General Manager in his earlier stint to RailTel.
