MTNL QoS Penalty by TRAI: Wireless Call Set-up Benchmarks Missed

New Delhi: Mahanagar Telephone Nigam Limited (MTNL) has been directed by the Telecom Regulatory Authority of India (TRAI) to pay a financial disincentive of ₹8,00,000 for failing to meet Quality of Service (QoS) standards for wireless access services during June 2025. The order, issued on February 3, 2026, pertains to MTNL’s performance under the Standards of Quality of Service of Access and Broadband Service Regulations, 2024.

The penalty covers shortfalls in key parameters:

  • Call Set-up Success Rate (Intra-Network): Below benchmark of 98%

  • Call Set-up Success Rate (Inter-Network): Below benchmark of 95%

  • Service-wise Geospatial Coverage Maps: Delays in publication on MTNL website

TRAI noted minor discrepancies between MTNL’s reported performance and primary data verification. However, corrective measures taken by MTNL for subsequent months have been acknowledged, and no further action was initiated regarding these mismatches.

MTNL confirmed that this penalty will not materially impact its financials or operations. The company has complied with TRAI directions, including publishing wireless coverage maps for 2G and 3G services.
