Shipping Corporation of India Land and Assets Limited Re-designates Director (Operations) as Director (Finance)
Mumbai, February, 23, 2026: The Shipping Corporation of India Land and Assets Limited (SCILAL) has announced the re-designation of its Director (Operations) as Director (Finance), following approval from the Department of Public Enterprises (DPE). The re-designation takes effect from 23 February 2026 at 15:46 IST.
The Ministry of Ports, Shipping and Waterways (MoPSW), through an official communication, conveyed the DPE’s consent via Order No. PD-I-09/0002/2024-DPE (14041) dated 18 February 2026. This strategic move is part of SCILAL’s organizational adjustments to strengthen financial governance, operational oversight, and strategic decision-making at the Board level.
Captain Som Raj, the incumbent Director (Operations), will now assume the role of Director (Finance). A seasoned maritime professional, Captain Raj brings over 35 years of experience in ship operations, human resource management, and maritime training.
Captain Raj began his career with The Shipping Corporation of India Ltd. (SCI) in 1990 as a Trainee Nautical Officer and rose to the rank of Ship Master in 2005. Since transitioning ashore in 2007, he has held key leadership roles including Marine Superintendent, Quality and Safety, Principal of SCI’s Maritime Training Institute, and General Manager (Fleet Personnel).
Currently serving as General Manager In-charge (Personnel & Administration), Captain Raj oversees the welfare and administration of around 3,000 seafarers and shore employees, manages critical industrial relations, leads wage and regulatory negotiations, and supervises the management of SCI’s shore infrastructure. His leadership has been instrumental in reducing vessel off-hire periods, optimizing manpower, and ensuring seamless collaboration with key stakeholders like ONGC and the Andaman & Nicobar Administration.
Captain Raj holds a Bachelor of Science degree from Punjab University and the highest maritime qualification of Master (FG). He is certified in advanced maritime programs such as VICT, AECS, and TSTA, reflecting his commitment to professional excellence. He has also contributed to national strategic projects, including ISRO’s Mars Orbiter Mission and ensuring operational readiness during the Prime Minister’s visit to Port Blair.
