Indian Delegation Reviews Progress on Mongolia Oil Refinery Project
The delegation was also joined by C&MD, EIL, Ms. Vartika Shukla, Director (Technical), EIL, Shri Rajiv Agarwal, Director (Projects), EIL, Shri Subhas Balakumar, officials of Mongol Refinery, EIL and the executing contractor.

A high-powered delegation led by Mr. Anurag Agarwal, Special Secretary & Financial Advisor, Ministry of External Affairs (MEA), Govt. of India, visited Mongolia from 12th to 15th May 2025. The visit was undertaken to review the implementation of the prestigious Oil Refinery Project in Mongolia, which is being financed under a Government of India-supported Line of Credit (LoC).
The delegation was also joined by C&MD, EIL, Ms. Vartika Shukla, Director (Technical), EIL, Shri Rajiv Agarwal, Director (Projects), EIL, Shri Subhas Balakumar, officials of Mongol Refinery, EIL and the executing contractor. During the visit, the delegation reviewed the project site located in Sainshand, Dornogovi Province in South Mongolia.

A project review meeting was held with key stakeholders from the Mongolian Refinery, the Govt. of India Delegation, Exim Bank, EIL and executing contractor MEIL. The crucial stakeholder meeting was chaired by Mr. Anurag Agarwal & H.E. Mr. Atul Malhari Gotsurve, Ambassador of India to Mongolia, in the presence of the visiting delegation. The Ministry of Petroleum & Natural Gas (MoPNG) was represented by Ms. Esha Srivastava, Joint Secretary (International Cooperation). A detailed presentation on the project’s progress, challenges and way forward was delivered by the EIL team, led by C&MD, Ms. Vartika Shukla.

Despite these constraints, EIL, the executing contractor, and Mongol Refinery teams are making concerted efforts to ensure the timely and successful execution of this strategically important project.
