SAIL’s Rourkela Steel Plant Becomes First Unit to Secure Triple Shipbuilding Steel Certifications
Rourkela, March 2026: Steel Authority of India Limited (SAIL) has achieved a significant milestone as its Rourkela Steel Plant (RSP) secured three major certifications required for manufacturing shipbuilding-grade steel plates. With this achievement, RSP has become the first SAIL unit to obtain approvals simultaneously from global and national certification bodies.
The plant has received certifications from DNV, Indian Register of Shipping (IRS), and a manufacturing licence from the Bureau of Indian Standards (BIS).
Boost to India’s Shipbuilding Sector
These certifications allow the Rourkela facility to manufacture and supply specialized shipbuilding-grade steel plates that meet stringent international quality and safety standards required for marine construction.
Industry experts say the approvals will help strengthen India’s domestic shipbuilding ecosystem by ensuring locally produced steel that meets global classification standards used in shipyards.
Supporting Import Substitution
The development is expected to reduce India’s dependence on imported shipbuilding steel, which is often sourced from international suppliers for high-specification vessels.
By producing certified marine-grade steel domestically, Steel Authority of India Limited aims to support the country’s growing shipbuilding and maritime infrastructure sectors while promoting the government’s self-reliance and industrial capability goals.

Officials said the triple certification reflects Rourkela Steel Plant’s advanced manufacturing capability, quality control systems, and technological strength in producing specialized steel grades.
The move is also expected to open new opportunities for SAIL in supplying steel to shipyards, offshore infrastructure projects, and marine engineering sectors.
