NTT DATA Commits $1.5 Billion Over Three Years to Build AI-Ready Data Centers Across India

NTT DATA, the global information technology services and consulting company, has announced a USD 1.5 billion commitment over the next three years to expand its data center infrastructure in India, with the investment specifically directed at building capacity to meet rising demand for sovereign artificial intelligence solutions.

The commitment positions India as a central focus of NTT DATA's infrastructure strategy in the Asia-Pacific region, as governments and enterprises increasingly push for local control over data, compute resources, and AI workloads.

Investment Targets Sovereign AI Demand

The USD 1.5 billion investment is designed to expand NTT DATA's AI-ready data center footprint across India, providing local compute capacity, secure data residency, high-performance connectivity, and sovereign AI infrastructure.

The company says the buildout will enable both enterprises and public sector organisations to deploy artificial intelligence while adhering to local governance and compliance requirements.

The move comes as the broader model for deploying AI infrastructure undergoes a significant shift. Organisations previously focused on speed, scale, and model performance within a system of unrestricted data movement and globally managed infrastructure.

That approach is now giving way to demand for AI sovereignty, which requires infrastructure solutions that integrate geopolitical and regulatory considerations.

Roli Agrawal, chief of CEO office, AI strategy and sales transformation at NTT DATA, described four converging forces shaping sovereign AI demand specifically within India. The first is the need for data residency and regulatory compliance, as Indian regulatory frameworks increasingly require that sensitive data remain within national borders.

The second is the requirement to operate at India's scale, which places distinct demands on infrastructure capacity that generic global deployments may not adequately serve. The third is the need for cost-effective solutions suited to the Indian market.

The fourth, and perhaps most distinctive, is the necessity to serve India's linguistic and cultural diversity, which Agrawal noted that global AI models do not natively capture.

Hybrid Sovereignty Model for APAC Economies

Alongside the investment announcement, NTT DATA has elaborated on the infrastructure philosophy underpinning its regional strategy. Agrawal outlined what the company describes as a "hybrid sovereignty" approach, which she said is particularly relevant for economies across the Asia-Pacific region.

Under this model, organisations maintain strategic control over data, compute resources, and sensitive AI workloads while continuing to access the global innovation ecosystem. Agrawal was explicit that resilience under this framework does not mean constructing every layer of the technology stack domestically, which she characterised as unrealistic for most APAC economies.

Instead, the approach is oriented around retaining meaningful control without pursuing full isolation from global infrastructure and capabilities.

This framing reflects a broader tension within the sovereign AI conversation, where the practical constraints of building entirely independent national AI ecosystems must be balanced against legitimate concerns over data security, regulatory compliance, and strategic autonomy.

Global Sovereign AI Market Expanding Rapidly

The investment arrives against a backdrop of rapid growth in the global market for sovereign AI infrastructure.

According to a report by MarketsandMarkets Research, the global sovereign AI market was valued at approximately USD 40 billion in 2025 and is projected to reach USD 148 billion by 2032.

The Asia-Pacific region is identified in that research as the fastest-growing market, with China and India cited as the primary drivers of that growth.

The scale of national interest in AI sovereignty is also reflected in policy activity worldwide. More than 60 countries have published national AI strategies that explicitly emphasise technological sovereignty as a priority, according to the same research.

NTT DATA's own research reinforces the strategic significance of the market. The company's Global AI Report found that 94 percent of organisations across the Asia-Pacific region consider private and sovereign AI to be important.

However, the same report revealed a notable gap between stated importance and near-term action, with only 30 percent of those organisations currently prioritising sovereign AI in their immediate execution plans.

That gap between recognition and implementation may represent both a challenge and a commercial opportunity for infrastructure providers moving to establish capacity ahead of broader adoption.

India's Role in Regional AI Infrastructure

India's emergence as a focal point for sovereign AI infrastructure investment reflects several factors that distinguish it within the APAC region.

The combination of regulatory momentum, economic scale, linguistic complexity, and a large and growing technology sector creates conditions that are driving both domestic and international investment in local AI infrastructure.

According to Blackridge Research & Consulting's India’s data center market report, demand for data center capacity in India is expected to grow steadily over the coming years, driven by accelerating AI adoption, cloud computing, digital transformation, and increasing data localization requirements.

NTT DATA's commitment adds to a growing body of large-scale investment in Indian data center capacity from global technology and infrastructure companies seeking to establish a foothold in what is widely regarded as one of the world's most significant emerging markets for digital infrastructure.

The three-year timeline for NTT DATA's USD 1.5 billion deployment indicates a sustained buildout rather than a one-time capital injection, suggesting the company is planning for infrastructure capacity that will scale alongside what it projects to be continued growth in demand for sovereign AI services in the country.
