HUDCO and NIUA Sign 5-Year MoU to Boost Urban Infrastructure and Investment
HUDCO and NIUA inked a non-binding 5-year MoU on Nov 24, 2025, to collaborate on urban infrastructure, UiWIN, capacity building, and sourcing multi-lateral funding.

New Delhi: Housing and Urban Development Corporation Limited (HUDCO) has announced a partnership with the National Institute of Urban Affairs (NIUA), a leading urban think tank, to improve urban infrastructure and development across India.
The two organizations signed a Memorandum of Understanding (MoU) on November 24, 2025, to create a framework for working together.
Key Areas of Collaboration
While the MoU is non-binding, it clearly shows that HUDCO and NIUA plan to use their strengths together over five years. The main goal is to work on projects related to urban infrastructure and investment.
The agreement focuses on several key areas:
Program Development: Creating joint programs focused on urban infrastructure and development, including exploring HUDCO’s specific initiative, the Urban Invest Window (UiWIN).
Capacity Building: Organizing seminars, conferences, workshops, and training programs to improve knowledge and skills in the urban sector.
Research & Evaluation: Conducting research, monitoring, evaluation, and impact studies related to urban projects.
Financing Opportunities: Jointly looking for collaborations with multi-lateral funding agencies and seeking other suitable financing options for urban projects.

The MoU was signed in New Delhi by key officials from both organizations:
Shri M. Nagaraj, Director (Corporate Planning), representing HUDCO.
Dr. Debolina Kundu, Director (AC), representing NIUA.
For specific projects, the parties will agree on separate Terms of Reference (TOR) documents that detail the scope, costs, and timelines. This partnership shows a commitment to "Building Assets for Viksit Bharat," in line with national development goals.
