The Ministry of New and Renewable Energy (MNRE) has released the third revision of the Approved List of Models and Manufacturers (ALMM) – List-II for Solar PV Cells, further strengthening India’s domestic solar manufacturing framework.

The revised list was issued on December 15, 2025, by the Grid Solar Power Division of MNRE, in accordance with the ALMM Order and subsequent amendments aimed at promoting quality, reliability, and self-reliance in the solar sector.

Key Highlights of the Third Revision

  • The latest revision includes new additions and updated technical parameters for approved solar PV cell manufacturers.

  • Changes reflect revised efficiency and wattage ranges, as declared by manufacturers, covering advanced technologies such as Mono PERC and N-Type TOPCon bifacial solar cells.

  • The updated list continues to support implementation of ALMM requirements for government-supported and grid-connected solar projects.

MNRE clarified that the revision follows earlier updates issued in July, September, and November 2025, marking a phased rollout of ALMM List-II for solar PV cells. Each revision reflects ongoing evaluation of manufacturing capacities, technology advancements, and compliance with eligibility norms.

 

Objective of ALMM List-II

The ALMM framework is a critical policy instrument under India’s renewable energy roadmap. ALMM List-II specifically governs solar PV cells, ensuring that only approved domestic manufacturers and models are used in applicable projects. This policy supports:

  • Strengthening India’s solar manufacturing ecosystem

  • Enhancing product quality and traceability

  • Reducing import dependence

  • Advancing the vision of Atmanirbhar Bharat

The Ministry has directed that the updated ALMM List-II be uploaded on MNRE’s official website for access by all stakeholders.
