Coal India issues EOI to identify potential bidders

State owned Coal India Limited (CIL) has been exploring possibilities to diversify into coal gasification to enable the production of syngas and downstream value-added chemical products.

Therefore, in line with the National Mission on Coal Gasification and Government of India’s vision to enhance domestic chemical/feedstock security, CIL intends to set-up coal to syn-gas facilities to cater the market demand of syn-gas in the gas based power plants/DRI or fertilizer plants.

Accordingly, CIL invites Expressions of Interest (EOIs) from technically and financially capable bidders (either sole bidders or consortiums / Joint Ventures) for the establishment of a Coal-to-Syngas facility under Build–Operate–Maintain (BOM) mode, wherein the capital expenditure (CAPEX) for establishment of the project shall be borne by CIL or under Build-Own-Operate (BOO) Mode, wherein the bidder shall be responsible for the capital expenditure for setting up the coal to syngas facility on the land to be provided by CIL.

The proposed facility shall be located adjacent to potential off-takers, such as gas-based power plants, Direct Reduced Iron (DRI) units, fertilizer plants, or other suitable industrial consumers, including industrial clusters situated near coal mine pit-head areas, where a group of syngas-demanding industries exists.

The two type of models are being proposed to develop the coal-to-syngas facility, taking into account end-user interests and project viability, as well as considering technical and operational challenges.

CIL reserves the right to amend the EOI process and amend the schedule at any stage.

The Event Date / Time Issuance of REOI document by CIL is 26.12.2025

Pre-bid Meeting is on 15.01.2026 (tentatively).

The Last Date and Time for submission of queries / request for clarifications by the Applicants is 25.01.2026, 18:00 Hrs.

The Last Date and Time for receipt of EOIs by CIL is 28.02.2025, 18:00 Hrs.
