IndianOil Total Pvt Ltd Inaugurates New Bitumen Derivatives Plant Near Chennai
ITPL inaugurates a new Bitumen Derivatives Plant in Gummidipoondi, Chennai. The plant will produce PMB, CRMB, NRMB, and emulsions to support southern India’s road and infrastructure projects.

Chennai, December 1, 2025: IndianOil Total Pvt Ltd (ITPL), a joint venture between Indian Oil Corporation (IOC) and France-based TotalEnergies Marketing Services, has opened its new greenfield Bitumen Derivatives Plant in Gummidipoondi, near Chennai. The plant began operations on November 20, 2025.
This facility will produce Polymer Modified Bitumen (PMB), Crumb Rubber Modified Bitumen (CRMB), Natural Rubber Modified Bitumen (NRMB), and Bitumen Emulsions. These materials are key for road construction and infrastructure projects.
ITPL Chairman and IOC Director (Finance) Anuj Jain, along with Olivier Van Parys, Senior Vice-President of TotalEnergies Marketing & Services, opened the plant. During the event, Jain mentioned that the plant will boost ITPL’s ability to supply high-performance construction materials for India’s growing infrastructure needs.
The new plant follows strict safety standards and features modern automation. It will serve national highways, state roads, industrial corridors, and major urban infrastructure projects in southern India, including Tamil Nadu, Karnataka, Andhra Pradesh, Kerala, and Telangana.
Thibault Lesueur, Head of South Asia at TotalEnergies, pointed out that the plant shows the company’s long-term commitment to India. He noted it brings top-notch asphalt technology, strong research capabilities, and global best practices in safety and sustainability, providing road builders with materials suited for Indian traffic and climate.
Naveen Makheja, MD & CEO of ITPL, stated that the plant’s location will improve supply chain efficiency. It will make it easier to deliver materials for highways, urban mobility, ports, and industrial projects across the southern states.
Formed in 2020, ITPL combines IndianOil’s wide distribution network with TotalEnergies’ knowledge in asphalt technology. It supplies modified bitumen derivatives to national and state agencies, major contractors, and urban development authorities.
The new facility is expected to improve supply reliability, cut logistics lead times, and support the growth of critical infrastructure projects in southern India.
