Numaligarh Refinery Commissions COIF, Achieves Major Expansion Milestone
NEW DELHI: Numaligarh Refinery Limited achieved a significant commissioning milestone on 31 December 2025 with the successful commissioning of the Crude Oil Integration Facility (COIF), following approval from the Petroleum and Explosives Safety Organisation (PESO).
With the COIF now in service, NRL successfully completed the Oil In activity at the CDU VDU, marking the first major operational step toward the commencement of full commissioning of the refinery’s mother unit. This achievement also enables the phase-wise commissioning of other units under the ambitious Numaligarh Refinery Expansion Project (NREP).
The NREP is NRL’s flagship 6 MMTPA expansion project, which will increase the overall refining capacity of the Numaligarh Refinery to 9 MMTPA at its facility in Golaghat district, Assam, making it one of the most important energy infrastructure projects in Northeast India.
The COIF inauguration and Oil In operation were formally carried out by Shri Girish Kumar Borah, Director (Technical), NRL, in the presence of NRL officials along with executives from consulting firms and contracting agencies associated with the project.
This milestone reflects NRL’s strong project execution capability and reinforces its commitment to strengthening India’s energy security, regional development, and self-reliance in the petroleum sector.
