New Delhi: Ministry of Railways has approved the immediate absorption of Baldev Singh, an officer of the Indian Railway Service of Engineers (IRSE), into Rail Vikas Nigam Limited (RVNL).

The approval was communicated by the Railway Board through an official order dated May 22, 2026. The absorption has been made effective retrospectively from March 12, 2026.

 

Approval Granted by the President of India

According to the order, the sanction of the President of India has been conveyed for the permanent absorption of Baldev Singh, who was serving as a Railway officer before joining RVNL.

The absorption has been approved under the terms and conditions outlined in multiple Ministry of Railways notifications governing permanent absorption of railway officers into public sector undertakings.

 

Pension and Retirement Benefits Clarified

The Railway Board stated that Baldev Singh will continue to receive pension and pro-rata retirement gratuity for the service rendered under Indian Railways, in accordance with the Railway Services (Pension) Rules, 2026.

The order also clarified that:

  • He will be eligible to commute up to 40% of his pension.

  • Retirement benefits will become payable after his absorption into RVNL.

  • Family pension benefits will continue under applicable Railway pension rules.

  • Leave encashment up to 300 days will be admissible subject to existing regulations.

Additionally, the Railway Board noted that the total gratuity payable for combined service under Railways and RVNL would be capped at the amount admissible had he continued in Railway service until retirement.

 

 

RVNL Free to Decide Compensation Structure

The communication further stated that RVNL would have the freedom to negotiate Baldev Singh’s emoluments after absorption. Following his transition, he will be treated at par with other employees of RVNL and governed entirely by the company’s service rules.

The order also covered provisions relating to provident fund transfer and post-absorption employee benefits.
