BHEL Invites NGO Bids for CSR Health Camp and Nutrition Project in Uttarakhand

New Delhi: State-owned Bharat Heavy Electricals Limited (BHEL) has invited bids from eligible non-governmental organisations (NGOs) to implement a Corporate Social Responsibility (CSR) project focused on health camps, nutrition and menstrual hygiene in villages and government institutions around its Rudrapur manufacturing facility.

The tender, issued by BHEL's Corporate Foundry Plant (CFP), seeks experienced NGOs with a proven track record in CSR implementation to execute the project within a 20-km radius of the BHEL plant on Kichha Bypass Road, Rudrapur.

The last date for submission of offline bids is July 21, 2026, while technical bids will be opened on the same day.

Project to Cover Health Camps, Nutrition and Hygiene

The CSR initiative, titled "Health Camp, Nutrition & Hygiene Initiative", aims to improve healthcare access, nutritional awareness and menstrual hygiene among vulnerable communities.

The programme will primarily benefit:

• Adolescent girls aged 10–18 years in government schools.

• Men, women and children living in urban and rural slum clusters.

• Beneficiaries in nearby government schools, Anganwadi centres and local communities.

The selected NGO will be responsible for organising health camps, distributing nutrition kits and sanitary napkins, conducting awareness programmes and maintaining complete project documentation.

Health Screening and Distribution Drive

According to the tender, the project includes:

• One comprehensive health camp covering nearly 500 beneficiaries.

• Distribution of hygiene kits containing at least 18 sanitary pads each to around 200 adolescent girls.

• Distribution of 200 nutrition kits consisting of roasted chana, almonds, green moong dal, fruit drink, chocolate and other nutritional items.

The health camp must provide general medical consultations and diagnostic screening, including blood pressure, blood sugar, BMI, vision tests and basic blood investigations. Qualified MBBS doctors and medical staff will be deployed for the programme.

Two-Month Completion Timeline

BHEL has directed that the entire project must be completed within two months from the date of the work order.

The selected NGO will also be required to conduct pre-project surveys, maintain attendance records, capture photographs and videos, submit medical reports wherever required and provide a detailed impact assessment report after project completion.

Payment After Successful Completion

Payments will be released within 30 days after successful completion of the project, submission of bills and acceptance of the completion report by BHEL's evaluation committee.

The NGO must submit:

• Project completion report

• Utilisation details

• Documentary evidence

• Photographs and videos

• Impact assessment report

Strict Eligibility Criteria

BHEL has prescribed several eligibility conditions for participating NGOs.

Applicants must possess:

• A valid 80G certificate issued by the Income Tax Department.

• At least three years' experience in implementing similar CSR projects.

• Registration as a Trust, Society or NGO.

• PAN and Income Tax returns for the last three years.

• Audited financial statements.

• Project completion certificates for similar assignments.

• An undertaking confirming they have not been blacklisted by any government agency.

NGOs receiving parallel funding for the same project will not be eligible.

Offline Bidding Only

Unlike many public sector tenders, the bid will be conducted entirely through the offline mode.

Interested NGOs must submit separate sealed envelopes containing:

• Techno-commercial bid

• Financial bid

Both envelopes should be placed inside a third sealed envelope and submitted at BHEL Rudrapur before 2:00 PM on July 21, 2026.

No EMD or Tender Fee

BHEL has clarified that:

• Tender Fee: Nil

• Earnest Money Deposit (EMD): Not Applicable

• Security Deposit: Not Applicable

• Pre-bid Meeting: Not Required

The contract will be awarded to the lowest (L-1) techno-commercially qualified bidder based on the total project cost.

Liquidated Damages for Delays

The tender also includes a liquidated damages clause. Delays attributable to the selected NGO may attract a penalty of 0.5% of the contract value per week, subject to a maximum of 10% of the contract value.
