New Delhi: Mangalore Refinery and Petrochemicals Limited (MRPL), under the Ministry of Petroleum and Natural Gas, has issued a major procurement tender on the Government e-Marketplace (GeM) platform for the supply of 5.5 million kilograms of Hydrochloric Acid (HCL) conforming to IS 265 standards. The tender, listed under Bid Number GEM/2025/B/6970045 and dated December 5, 2025, seeks delivery of the chemical in bulk tankers over a period of 365 days to the refinery’s Kuthethoor facility in Mangaluru.

 

According to the bid details, the tender follows the two-packet system and does not require an Earnest Money Deposit (EMD) or performance bank guarantee. The bid submission window will close at 4 pm on December 26, 2025, and technical bids are scheduled to open on the same day at 4:30 pm. Offers must remain valid for a period of 60 days from the bid closing date.

MRPL has specified that the procurement falls under the purview of MSE Purchase Preference, allowing micro and small enterprise manufacturers registered under Udyam to receive preference up to 40 percent of total quantity, provided they match the L1 price within the 15 percent margin. However, no exemptions have been granted for experience or turnover criteria for MSEs or startups. The Make in India purchase preference policy has not been applied for this tender.

The refinery’s Materials Department has listed several mandatory documents to be uploaded by bidders, including technical certificates and additional declarations specified in the Additional Terms & Conditions (ATC). The ministry has also clarified that documents uploaded by bidders will not be visible to competing participants.

The GeMARPTS search has identified the required product category as Hydrochloric Acid conforming to IS 265, aligning with the specification for 30 percent concentration HCL in tankers. The competent authority approval for the tender, granted on December 5, highlights that exemption from Make in India preference has been formally endorsed.

The supply will be received by MRPL’s designated official at its Mangaluru refinery, and delivery is required within the stipulated 365-day contract period. Detailed technical specifications, scope of work, general procurement conditions, and NIT documents have been uploaded by the buyer as part of the bid package on the GeM portal.
