NTPC Invites EOI from Global Consultants for PWR Nuclear Power Projects
New Delhi, July 6: NTPC Limited has begun the process of identifying consultancy firms that can assist the company in procuring large nuclear power plants, issuing an Expression of Interest (EOI) for advisory services covering every stage of the tendering process before contracts are awarded.
The EOI, released on July 6, 2026, seeks responses from consulting firms with experience in Pressurized Water Reactor (PWR) technology and international nuclear procurement. The selected consultant will eventually help NTPC prepare bid documents, evaluate proposals submitted by reactor vendors and support the company during contract negotiations.
The exercise is not a tender for consultancy services. Instead, NTPC said it is intended to understand the capabilities available in the global consulting market before finalising the scope of work and issuing a separate tender for consultant selection.
The consultancy assignment will support NTPC's plans to develop large-capacity nuclear power projects of 1,000 MW and above at sites being identified across the country. The company is evaluating PWR technology as part of its nuclear expansion programme.
According to the EOI, consultants will be expected to prepare technical, commercial and legal tender documents, develop project cost estimates, establish bid evaluation methodologies, recommend contract award strategies and assist in negotiations with shortlisted bidders.
The scope also extends to drafting technical specifications covering reactor systems, safety requirements, localisation plans, fuel cycle management, training programmes, quality assurance, project implementation schedules and commercial conditions for future contracts.
To qualify, consulting firms must demonstrate experience in nuclear power projects and possess expertise in areas such as tender preparation, technology assessment, bid evaluation and international nuclear regulatory practices. Applicants lacking expertise in one of the required areas may associate with specialist consultants or subject matter experts.
NTPC has asked interested firms to submit their responses within 30 days of publication of the EOI. Applications are to be submitted electronically, and the company has reserved the right to modify or withdraw the process without assigning any reason.
The move comes as NTPC expands its presence beyond thermal and renewable energy into nuclear generation. In its EOI document, the company said the initiative supports the Government of India's long-term objective of building 100 GW of nuclear power capacity by 2047, a target outlined under the Viksit Bharat 2047 vision.
