IAS Officer Sangram Keshari Swain Assigned Year of Allotment 2010

The Government of India has issued an official order assigning the Year of Allotment 2010 to Shri Sangram Keshari Swain, an Indian Administrative Service officer of the Odisha cadre.

The order was issued by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, on December 31, 2025.

Shri Swain was appointed to the IAS from the Odisha State Civil Service following his inclusion in the Select List of 2019. His seniority has been determined under the provisions of the IAS Regulation of Seniority Rules 1987, after evaluating his qualifying service record

As per the official notification, Shri Swain began continuous service in the State Civil Service on June 17, 1989. Based on the prescribed weightage formula, his total qualifying service was computed at 30 years, resulting in the assignment of Year of Allotment 2010.

Under Rule 4 of the IAS Regulation of Seniority Rules, Shri Swain will be placed below Shri Prem Chandra Chaudhary, the junior most direct recruit IAS officer of the 2010 batch, and above Shri Ganesh Chandra Patra, the senior most State Civil Service promoted IAS officer of the same batch in the Odisha cadre.

The order has been forwarded to the Government of Odisha for necessary action and communication to the officer concerned.
