NEW DELHI, January 22, 2026 – In a significant bureaucratic reshuffle, the Department of Personnel and Training (DoPT) has approved the re-designation of Ms. Davinder Suman, an Indian Forest Service (IFoS) officer of the 2012 batch, from Deputy Secretary to Director in the Department of Water Resources, River Development and Ganga Rejuvenation.

Official Order and Authority

The re-designation was approved by the Competent Authority as a measure personal to Ms. Suman. It was formalized through an Office Memorandum (No. 9/25/2025-EO(MM-I)) issued by Ms. Annies Kanmani Joy, Director (MM) in the Office of the Establishment Officer, DoPT, on January 22, 2026.

The order aligns with the Central Staffing Scheme, allowing a total admissible tenure of five years on central deputation. The move follows a proposal from the Department of Water Resources, River Development & Ganga Rejuvenation (e-file I.D. Note No. A-19015/6/2025-ADMINISTRATION-MOWR dated January 14, 2026).

Context and Significance

This re-designation signifies an elevation in responsibility for the IFoS officer within the key ministry responsible for the country's water resources and the flagship Namami Gange project. The Ministry, currently headed by Secretary Shri V.L. Kantha Rao, plays a pivotal role in policies related to river conservation, development, and inter-state water disputes.

Copies of the order have been sent to the Minister of State for Personnel, Public Grievances and Pensions, the Secretary of the Ministry of Environment, Forest and Climate Change (MoEFCC), and other concerned offices for necessary action.
