PHILIPPINES, 29 January 2026: The Asian Development Bank (ADB) has appointed F. Cleo Kawawaki as its new Director General of Strategic Fundraising, strengthening the institution’s efforts to expand resource mobilization and deepen partnerships across Asia and the Pacific.
In her new role, Ms. Kawawaki will lead ADB’s strategic fundraising and resource mobilization initiatives, including the establishment of new trust funds, engagement with potential new members aligned with ADB’s strategic priorities, and the development of long-term partnerships with existing and emerging donors, foundations, and private sector partners.
A Japanese national, Ms. Kawawaki brings more than 36 years of professional experience to the position, including over 25 years at ADB and 11 years in investment banking. Her career spans senior leadership roles across multiple regions and sectors within the bank.
Most recently, she served as Director General for Sectors Department 2, overseeing operations in agriculture, food systems, nature, rural development, water, urban development, and digital sectors. She has also held key leadership positions as Head of ADB’s Office of Markets Development and Public–Private Partnership, Deputy Director General of the Southeast Asia Department, and Energy Sector Director in the Central and West Asia Department.
ADB said the appointment underscores its commitment to strengthening innovative financing, expanding strategic partnerships, and mobilizing resources to address complex development challenges across the region.
