China has officially exceeded its national target for urban renewal in 2025, initiating renovation projects at 25,800 old urban residential communities within the first 11 months of the year. The Ministry of Housing and Urban-Rural Development reported on Thursday that the initiative has already surpassed its annual goal of 25,000 communities.

According to official data, 22 provincial-level regions—along with the Xinjiang Production and Construction Corps—have successfully met or exceeded their individual renovation quotas for the year, signaling a robust nationwide push toward high-quality urban living.

Strategic Evolution: From Expansion to Quality

The 2025 progress follows a strategic pivot highlighted during the Central Urban Work Conference held in July. The conference established that China's urbanization has shifted from "large-scale quantity expansion" to a phase focused on "improving the quality and efficiency of existing urban areas."

Key areas of focus for the current and upcoming phases include:

  • Complete Neighborhoods: Developing "15-minute life circles" equipped with comprehensive commercial and public facilities.

  • Ecological Upgrades: Creating "pocket parks" and expanding shared green spaces.
