NHPC Signs MoA for 3097 MW Etalin HEP in Arunachal Pradesh

NHPC Limited has signed a Memorandum of Agreement with the Government of Arunachal Pradesh for the 3097 MW Etalin Hydroelectric Project. The project will be developed on BOOT basis for 40 years and aims to boost India’s renewable energy capacity.

New Delhi: NHPC Limited has signed a Memorandum of Agreement (MoA) with the Government of Arunachal Pradesh for the development of the Etalin Hydroelectric Project (HEP) with an installed capacity of 3097 MW, marking one of the largest proposed hydroelectric developments in India.

The agreement was executed on 16 June 2026, enabling NHPC to undertake preliminary investigations, detailed feasibility studies, and full-scale project development activities.

 

Key Highlights of the Etalin HEP MoA

  • Project Capacity: 3097 MW

  • Location: Dri and Tangon rivers, Dibang basin, Arunachal Pradesh

  • Development Model: Build, Own, Operate and Transfer (BOOT)

  • Concession Period: 40 years from Commercial Operation Date (COD)

  • Scope of Work:

    • Preliminary and detailed investigations

    • Preparation of Pre-Feasibility Report (PFR) and DPR

    • Financing and execution

    • Construction, operation, and maintenance

The project is planned as a run-of-the-river hydroelectric scheme, aligned with the Arunachal Pradesh Hydro Power Policy, 2008, including its subsequent amendments.

Strategic Importance of the Project

The Etalin HEP is expected to significantly enhance India’s renewable energy portfolio and strengthen hydroelectric capacity in the northeastern region. It also aligns with India’s broader energy transition goals focused on clean and sustainable power generation.
