TRAI has observed a large number of consumer complaints against commercial communications from businesses claiming prior consent of consumer.
Most often, the consents are obtained through offline or unverifiable means using through misrepresentation, deception, or unauthorized data sharing. In order to solve this issue, TRAI has introduced a regulatory framework which needs businesses to acquire and register consumer consent digitally in a secure, interoperable registry maintained by Telecom Service Providers (TSPs).
The pilot project under a Regulatory Sandbox framework will prioritizes the banking sector due to the sensitivity of financial transactions and the prevalence of spam-related fraud.
