New Delhi: The Railway Board has approved the deputation of senior IRAS officer Shri Jai Bhagwan Singh to Rail Vikas Nigam Limited (RVNL) as Joint General Manager (Finance) at Chandigarh.
According to an official order issued by the Ministry of Railways, Shri Singh, who is currently serving as Deputy FA&CAO (Pension), Northern Railway, will join RVNL on deputation with effect from December 31, 2025.
Deputation Tenure Details
The deputation will continue until November 30, 2029, the date of his superannuation, or until further orders, whichever is earlier. The appointment is subject to RVNL being exempted from the rule of immediate absorption, as per existing government norms.
Pay and Allowances
During the deputation period, Shri Jai Bhagwan Singh will continue to draw the pay and allowances applicable to his parent Railway cadre. In addition, he will be entitled to deputation (duty) allowance, as per the Department of Personnel and Training (DoPT) guidelines and relevant Railway Board instructions, which may be amended from time to time.
Service Conditions and Benefits
The officer will remain governed by Railway rules related to leave, retirement benefits, group insurance, and passes. Medical facilities may be availed either under the borrowing organisation or the Railway Medical System, subject to applicable contributions.
For travel related to joining and repatriation, Railway Travelling Allowance rules will apply, while journeys undertaken during deputation for official work will be governed by RVNL norms.
Important Compliance Note
The Railway Board has clarified that if the officer does not return to the Railways within one month of completion of the deputation tenure, it will be deemed that he has resigned from Railway service. Vigilance clearance for the entire deputation period must also be forwarded at the time of repatriation.
Strategic Significance
The deputation of a senior IRAS officer to RVNL is seen as a move to strengthen the financial management of the PSU, especially as RVNL continues to play a key role in railway infrastructure development and project execution across India.
