BHEL Invites Bids for Water Treatment Packages for Yamunanagar Power Project

New Delhi: Bharat Heavy Electricals Limited (BHEL), through its PEM division, has invited Indian suppliers to bid for supplying Water Treatment Packages for the 1x800 MW HPGCL Yamunanagar Thermal Power Project. The tender was issued on 10 December 2025 and is open only to Class-I local suppliers with at least 60% local content.
Scope of Work
BHEL is seeking qualified vendors to supply the complete Water Treatment Package as per Specification No. PE-TS-510-404-W001. The materials will be delivered directly to the customer, and the execution will be overseen by BHEL’s PSNR division.

Opening of technical bids: 20 December 2025, 4 PM

Pre-bid meeting: 16 December 2025
Bidders must submit their offers through BHEL’s e-procurement portal, and late or incomplete submissions will not be accepted.
EMD and Commercial Requirements
An Earnest Money Deposit (EMD) of ₹50 lakh is required and can be submitted via EFT, Demand Draft, Bank Guarantee, FDR, or Insurance Surety Bond. The EMD must remain valid for 45 days beyond the bid validity period.
Other commercial terms include a 10% Security Deposit, applicability of the Price Variation Clause (PVC), and the use of a reverse auction for final price discovery.
Eligibility and Compliance
Only Class-I Local Suppliers are eligible. Vendors must meet all technical and financial requirements. Since this Water Treatment Package is safety-critical, MSMEs and Startups must also fulfill all qualification norms.
Bidders must submit a Conflict of Interest declaration and comply with anti-cartel rules.
Evaluation Process
Offers will be evaluated on an overall L1 (lowest price) basis, excluding GST. If two bidders quote the same price, BHEL may request discounts or conduct a draw of lots.

Bidders are advised to visit the project site to understand actual conditions before finalizing their offer. All updates, corrigenda, and clarifications will be available only on BHEL’s official tender portals. Bidders not participating are required to submit a regret letter before the deadline.
