New Delhi: Dedicated Freight Corridor Corporation of India Limited (DFCCIL) invites Expressions of Interest (EOI) from eligible parties for the development of Bulk Cement Handling Terminals, either entirely or partially on Railway/DFCCIL land.

This initiative aims to encourage private sector participation in establishing efficient, technologically advanced terminals that leverage the high-capacity, high-speed rail connectivity offered by the Dedicated Freight Corridors (DFCs) for handling bulk cement.

Interested and eligible firms, (as per the circular mentioned above), may submit their EOI on the company's letterhead, duly signed by an authorized signatory.

The submission should include:

1-Company profile and credentials

2-Experience in logistics, cement handling, infrastructure, or related sectors

3-Proposed DFCCIL station/location for terminal development

4-Estimated/Projected traffic volumes

5-Preliminary infrastructure and investment plan

6-Any additional information demonstrating technical and financial capability


 

All received EOIs will be evaluated for feasibility. If found feasible, DFCCIL will issue an open tender, in which all eligible bidders-whether or not they submitted an EOI-may participate.

EOIs may be submitted no later than 24:00 hrs on 31 March 2026. Submissions may be sent via: Email: roshansingh@dfcc.co.in or Hard Copy Addressed To: Mr. Roshan Singh, GM/OP&BD, 3rd Floor, DFCCIL Building Complex Corporate Office, Sector-145, Noida, Uttar Pradesh.

In order to promote the movement of bulk cement by rail and enhance the rail modal share of cement transportation, a need has been identified for the development of modern Bulk Cement Handling Terminals.

In this context, the Railway Board, Ministry of Railways, has issued comprehensive guidelines under the Policy on "Bulk Cement Handling Terminals".
