NEW DELHI: THDC India Limited has invited online electronic bids on a Domestic Competitive Bidding basis for Package II of the Kalai II Hydroelectric Project of 1200 MW capacity in Arunachal Pradesh. The project includes construction of upstream and downstream coffer dams, a road tunnel, and civil and hydro mechanical works of the diversion tunnel.
The tender is being processed through the Central Public Procurement Portal eprocure.gov.in under a single stage two envelope bidding system. The estimated project cost is INR 1588.75 crore including GST, and the total construction period is 31.5 months.
The bid submission process started on December 27, 2025 at 18:00 hours. The deadline for submission of both techno commercial and price bids is January 27, 2026 up to 15:00 hours. The pre bid conference will be held on January 12, 2026 at 11:00 hours at THDC India Limited, Civil Design Department, Rishikesh.
Under Package II, the scope of work includes construction of five circular diversion tunnels of 14.4 metre finished diameter, construction of upstream coffer dam of 32.7 metre height and downstream coffer dam of 21 metre height including diaphragm cutoff walls, installation of ten vertical lift fixed wheel diversion tunnel gates, and construction of an 8 metre diameter road tunnel of 1837 metre length on the right bank.
To qualify, bidders must demonstrate strong technical experience in hydropower or major infrastructure projects, including experience in dam construction, tunneling through drill and blast method, and execution of hydro mechanical gate works. Financial eligibility requires a minimum average annual turnover of INR 642 crore for the previous two financial years, positive net worth, working capital of at least INR 86 crore, and minimum bid capacity of INR 1346.4 crore.
Only Class I local suppliers as defined under the Public Procurement Preference to Make in India policy are eligible to participate. The project is open to single entities or joint ventures, subject to strict compliance with technical and financial criteria. Joint ventures are limited to two partners with the lead partner holding a minimum 50 percent share.
THDC India Limited stated that this tender represents a major step toward strengthening hydropower infrastructure in India and supporting clean energy development. The Kalai II Hydropower Project is expected to significantly contribute to power generation, energy security, and regional development in Arunachal Pradesh.
