The Stakeholders and the Proposal The talks, hosted by the UAE, involve Ukrainian Defense Secretary Rustem Umerov and Russian Military Intelligence Chief Admiral Igor Kostyukov. Sources suggest that the "Abu Dhabi Framework" involves a phased withdrawal of troops from the Donetsk and Luhansk regions in exchange for security guarantees. The US delegation, acting as the primary mediator, is pushing for a 120-day "temporary freeze" on all frontline movements.
