New Delhi, February 20, 2026: The Public Enterprises Selection Board (PESB) has issued vacancy notices for three key board-level positions in major coal sector Public Sector Undertakings (PSUs) under the Ministry of Coal. Applications are invited for the post of Chairman & Managing Director (CMD) of Northern Coalfields Limited (NCL) and Director (Personnel) positions at Bharat Coking Coal Limited (BCCL) and Mahanadi Coalfields Limited (MCL).

The vacancies have been advertised on February 20, 2026, with the last date for online submission of applications by candidates set as March 13, 2026 (3:00 PM). Nodal officers/competent authorities must forward applications to PESB by March 23, 2026 (5:00 PM).

 

1. Northern Coalfields Limited (NCL) – Chairman & Managing Director

Advt. No.: 21/2026 | Vacancy Date: December 16, 2025

Company Profile:

  • Establishment: 1985, with headquarters at Singrauli (earlier part of CCL)

  • Coalfield Area: Main Basin (1890 sq. km) and Moher Sub-basin (312 sq. km)

    • Internal Candidates: Minimum 45 years; Maximum – 2 years residual service as on DOV w.r.t. superannuation (60 years)

    • Others: Minimum 45 years; Maximum – 3 years residual service as on DOV w.r.t. superannuation

Eligibility Criteria:

Qualification:

  • Engineering graduate OR Chartered Accountant OR Cost Accountant OR Post Graduate OR Graduate with MBA/PGDIM from a recognized institute.

Experience:

  • Option 1: Minimum 5 years during the last 10 years in Finance, Business Development, Production, Operations, Marketing, or Project Management in a large organization of repute. (Experience in Coal/Mining sector preferred)

  • Option 2: Minimum 5 years in core HR/IR/Personnel Management along with at least 3 years during the last 10 years in Finance, Business Development, Production, Operations, Marketing, or Project Management.

Pay Scale Eligibility (CPSE candidates):

  • Eligible scales: Pre-1992 to Post-2017 IDA scales and corresponding CDA levels

  • Minimum service: 1 year for internal candidates, 2 years for others in the eligible scale as on DOV

For Central Government Officers:

  • Must hold Joint Secretary level post or equivalent on substantive basis (NFU/NBR upgradation not eligible)

  • Consideration only on immediate absorption basis

Eligibility Criteria:

Qualification:

  • Graduate with good academic record from a recognized University/Institute.

  • Desirable: Post Graduate Diploma/Degree in Personnel Management/HRM or MBA/PGDM/PGPM from a recognized institute.

Experience Categories:

Category-I 5 years in HR/IR/Personnel (Priority)
Category-II Minimum 2 years in HR/IR/Personnel + 3 years as functional head of Projects/Plants with direct responsibility of 1000 workforce
Category-III 5 years as functional head of Projects/Plants with direct responsibility of at least 20% of workforce

Pay Scale Eligibility (CPSE candidates):

  • Eligible scales: Pre-1992 to Post-2017 IDA scales and corresponding CDA levels (Level 13)
