Kolkata: The Department of Personnel and Training (DoPT) has approved the entrustment of additional charge of Chief Vigilance Officer (CVO) of Mangalore Refinery & Petrochemicals Ltd. (MRPL), Mangaluru to senior ITS officer Shri Ved Prakash Verma (ITS 1995).

As per the official Office Memorandum issued on 25 May 2026, Shri Verma, who is currently serving as CVO of Hindustan Petroleum Corporation Limited (HPCL), Mumbai, will also handle the additional responsibility at MRPL for a period of six months, or until a regular CVO is appointed, or until further orders—whichever is earlier.

The decision follows a proposal from the Ministry of Petroleum and Natural Gas under O.M. No. C-31032/3/2020-VIGPNG dated 07 May 2026, and has been cleared by the Competent Authority in accordance with standard vigilance administrative procedures.

Administrative Context

MRPL, a key subsidiary in India’s petroleum refining sector, plays a strategic role in the country’s energy infrastructure. The appointment of an interim CVO ensures continuity in vigilance oversight, compliance monitoring, and anti-corruption mechanisms within the organization.

The Chief Vigilance Officer functions as a critical interface between the organization and the Central Vigilance Commission (CVC), ensuring transparency and integrity in operational and administrative processes.

 

Governance Update

The order was issued under the EO(CVO) Division of DoPT and circulated to relevant authorities, including the Central Vigilance Commission, senior officials in the Ministry of Petroleum and Natural Gas, and administrative departments within the Government of India.

Such additional charge arrangements are a routine administrative mechanism used to ensure uninterrupted vigilance functioning across Central Public Sector Enterprises.
