New Delhi, March 2, 2026: In a significant move to enhance grassroots governance and accelerate development, NITI Aayog and the Japan International Cooperation Agency (JICA) today signed the Record of Discussions for the "Project for Promotion of the Program for Japan–India Cooperative Actions Towards Sustainable Development Goals – Phase II."

The agreement was signed in the presence of Shri Rohit Kumar, Additional Secretary & Mission Director of the Aspirational Districts and Blocks Programme (ADP & ABP) at NITI Aayog, and Mr. Takeuchi Takuro, Chief Representative of JICA India.

 

Boosting Governance and Last-Mile Delivery

This collaboration marks a major boost to the overall strength, effectiveness, and implementation capacity of India's flagship Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP). According to an official statement, the initiative goes "beyond data" and aims to strengthen the programmes themselves, enabling more impactful governance and improved last-mile service delivery.

The project is designed to:

  • Strengthen planning, governance, and implementation across Aspirational Districts and Blocks.

  • Drive focused and outcome-oriented development.

  • Enhance leadership and administrative capacity at the district and block levels, empowering officials to deliver more effectively on the ground.

Knowledge Exchange and Technical Assistance

The initiative will actively promote Japan–India knowledge exchange, fostering innovative and community-centric solutions tailored to local needs. With hands-on technical assistance for frontline teams, the project aims to accelerate last-mile service delivery.

The partnership will focus on improving outcomes in critical sectors, including:

  • Health

  • Education

  • Agriculture

  • Basic Infrastructure

According to the release, this partnership is designed to make the Aspirational Districts Programme and Aspirational Blocks Programme more effective, future-ready, and impactful.
