Dr. Dulal Halder Appointed Director (Operations) of ONGC Videsh

New Delhi– Dr. Dulal Halder has assumed charge as Director (Operations) of ONGC Videsh Limited (OVL), India’s largest international upstream oil and gas company with operations spanning 15 countries worldwide.
Dr. Halder brings over 30 years of extensive experience in domestic and international upstream operations, business development, mergers and acquisitions, project execution, and corporate strategy. His appointment is expected to further strengthen ONGC Videsh’s global operations and strategic growth initiatives.
Career Highlights
Dr. Halder began his career with Oil and Natural Gas Corporation (ONGC) as a Production Engineer at the Mumbai High offshore asset. Early in his professional journey, he played a crucial role in the first redevelopment plan of Mumbai High North and South, contributing to feasibility studies and securing timely investment approvals for one of India’s most critical oilfields.
In 2001, he was selected to support ONGC Videsh’s international expansion. During his tenure, the company’s overseas footprint expanded from a single exploration block in Vietnam to a diversified portfolio of 35 international projects, with overseas production reaching 14.98 million metric tonnes (MMT) by 2020.
Global Leadership and Strategic Deals
Dr. Halder has led and concluded several high-value international transactions across Sudan, Nigeria, Qatar, Angola, Kenya, Gabon, Ecuador, New Zealand, Canada, Malaysia, and Russia. Notably, he played a key role in securing India’s first overseas equity oil through a landmark acquisition from Talisman Energy, Canada, in 2003.
