NTPC Limited Invites Bids for Safety Consultancy at Gadarwara STPP Stage-II

NTPC Limited has issued an Invitation for Bids (IFB) for a comprehensive Safety Consultancy Contract at the Gadarwara Super Thermal Power Project (STPP) Stage-II. This expansion project, featuring two units of 800 MW each, is located in the Narsinghpur district of Madhya Pradesh.

The tender is published on an Open Tender Basis via the GeM Portal, using a Single Stage Two Envelope bidding process.


1. Brief Scope of Work

The selected consultant will be responsible for establishing and managing advanced safety systems during the construction phase:

  • Risk Zonation: Categorize plant areas into zones based on risk severity.

  • 24/7 Safety Control Room: Manning a technology-driven control room equipped with IP cameras managed by NTPC.

  • Expert Oversight: Review and approval of Job Safety Analysis (JSA) and Hazard Identification & Risk Assessment (HIRA) submitted by contractors.

  • Specialist Deployment: Providing safety specialists to drive site-specific safety initiatives and implement comprehensive construction safety management.

  • Capability Building: Conducting classroom and on-site training for NTPC and erection agency personnel to foster a proactive safety culture.

2. Qualifying Requirements (QR)

Bidders must meet specific technical and financial benchmarks to qualify:

A. Technical Criteria

Bidders can qualify through one of two primary routes:

  • Route 1: Execution of 'Safety Management Services' for an "under construction" Large Project (Value $\ge$ ₹1000 Crores) for at least one year within the last seven years.

  • Route 2: Execution of safety services for a Large Project with the following contract value thresholds:

    • One work order $\ge$ ₹4 Crores.

    • Two work orders $\ge$ ₹2.5 Crores each.

    • Three work orders $\ge$ ₹2 Crores each.

B. Financial Criteria

  • Annual Turnover: Average annual turnover of at least ₹5 Crores over the last three financial years.

  • Net Worth: Must be at least 100% of the paid-up share capital as of the last day of the preceding financial year.


3. Key Compliance & Eligibility Policies

  • Make in India Preference: Only 'Class-I local suppliers' (minimum 50% Local Content) are eligible to participate.

  • Integrity Pact: Must be submitted offline in a sealed envelope by the bid deadline.

  • MSE Benefits: Udyam-registered Micro and Small Enterprises are eligible for applicable procurement benefits.

  • Border Restrictions: Bidders from countries sharing a land border with India must be registered with the Competent Authority.

4. Submission Details

Bidders must ensure the Offline EMD (₹20 Lakhs) and Integrity Pact reach the NTPC office in Secunderabad before the bid closing time. Online bids without valid offline document submissions will be treated as non-responsive.
