SECL and CWC Sign MoU to Strengthen Coal Logistics and Rail Infrastructure
New Delhi, May 28, 2026: South Eastern Coalfields Limited (SECL) has signed a strategic Memorandum of Understanding (MoU) with Central Warehousing Corporation (CWC) to strengthen coal logistics and rail transportation infrastructure across the country.
The initiative marks a significant step toward enhancing coal evacuation capacity and improving logistics efficiency under the guidance of the Ministry of Coal. The partnership aims to ensure uninterrupted coal supply to critical sectors such as power, steel, cement, and other core industries.
Focus on Rail Logistics and Multimodal Connectivity
Under the agreement, SECL and CWC will collaborate in key areas including railway rake provisioning, dedicated rail logistics, multimodal transportation, first-mile and last-mile connectivity, and digital logistics monitoring systems.
The partnership is expected to improve operational efficiency in coal transportation, streamline supply chain management, and reduce logistics-related bottlenecks.
Strengthening India’s Coal Supply Chain
SECL is currently the second-largest coal-producing company in India. In financial year 2026-27, the company played the biggest role in helping Coal India Limited surpass the 100 million tonne production milestone, contributing more than 26.8 million tonnes of coal production.
Industry observers believe that the collaboration with CWC will further strengthen India’s coal logistics ecosystem and support the growing demand from industrial and energy sectors.
Senior Officials Present at the Ceremony
The MoU was signed in the presence of Shri Harish Duhan, Chairman-cum-Managing Director, SECL, and Shri Santosh Sinha, Managing Director, CWC.
Senior officials from SECL present during the occasion included Shri N. Franklin Jayakumar, Director (Technical/Operations), Shri Darla Sunil Kumar, Director (Finance), Shri R. C. Mahapatra, Director (Technical/P&P), Shri Ashok Kumar Patnaik, General Manager (Siding), and Shri Ajit Chaudhary, General Manager (M&S)/Head of Department.
Representing CWC were Shri K. K. Panda, General Manager (Commercial), Shri Anurag Pagare, Regional Manager, Raipur, and Shri P. K. Kalo, General Manager (Business), Raipur.

The strategic collaboration is expected to provide a major boost to India’s coal transportation network and contribute to the development of a more resilient and efficient energy supply chain infrastructure.
