To combine Rail-Sea-Rail (RSR) transportation for the effective transportation of coal, the Ministry of Coal has made steps to promote RSR. Coal can be transported from mines to ports and to end users with ease thanks to this multi-modal system, which also increases logistical efficiency.
In comparison to the all-rail route (ARR), the RSR method of coal movement guarantees a reduced carbon footprint and provides an extra alternative means of coal evacuation, hence reducing congestion on the ARR. India's logistics sector could transform thanks to the coastal shipping mode of transportation.
In cooperation with railways, the Ministry of Coal has made great progress in recent years in using the Rail-Sea-Rail (RSR) networks for coal evacuation. Consequently, the coal movement, which was 28 MT in FY22, nearly doubled to 54 MT in FY24 and is currently on an upward trajectory.

To achieve further increase in RSR mode for coal movement, Indian Railways notified in February 2025 their decision to permit telescopic benefit in freight rate to coal movement to power houses transported from coal mines of CIL and its Subsidiaries.
This would further aid in increasing the coal movement in RSR mode. At present, the movement of domestic coal from mines has been taking place through the Rail-Sea-Rail (RSR) route to meet the demand of various power plants.
This involves movement of coal by rail in two legs, i.e., from mines to Unloading Port as the first leg and from subsequent Loading Port to power plants as the second leg. As a matter of policy, the charging of both legs of rail transportation was done separately and independently by Railways.
