New Delhi, March 3, 2026: The Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances & Pensions, has approved the entrustment of additional charge of the post of Chief Vigilance Officer (CVO), Heavy Engineering Corporation Limited (HEC), Ranchi to Shri Shiv Pal Singh, IFoS (UP:1997).

Shri Singh, who is currently serving as CVO of Bharat Heavy Electricals Limited (BHEL), Delhi, will hold the additional responsibility for a period of one year from the date of assumption of charge or until further orders, whichever is earlier.

Official Approval

The decision was conveyed through an Office Memorandum dated March 3, 2026, issued from Kartavya Bhawan, New Delhi. The move follows a reference received from the Ministry of Heavy Industries.

The appointment has been cleared by the Competent Authority and forms part of the standard administrative process for vigilance oversight in central public sector enterprises (CPSEs).

Strengthening Vigilance Oversight

As CVO, Shri Shiv Pal Singh will be responsible for overseeing vigilance administration and anti-corruption mechanisms at HEC, a key engineering PSU based in Ranchi. The additional charge is aimed at ensuring continuity and strengthening institutional vigilance frameworks.

Copies of the memorandum have been forwarded to the Central Vigilance Commission and relevant officials in the Ministry of Personnel and the Ministry of Heavy Industries for information and record.
