New Delhi, March 3, 2026: The Railway Board has conveyed the sanction of the President of India for the appointment of Shri Pawan Kumar Rai as Director (Project Planning) at Dedicated Freight Corridor Corporation of India Limited (DFCCIL).

Tenure & Review

Shri Pawan Kumar Rai’s appointment is effective from January 29, 2026 (AN) and will continue until November 30, 2028 (date of superannuation) or until further orders, whichever is earlier.

His performance will be reviewed after completion of the first year to assess continuation for the remaining tenure. The appointment may be terminated by either side with a three-month notice or payment of three months’ salary in lieu thereof.

Pay & Benefits

  • Basic Pay: ₹2,22,610 per month in the pay scale of ₹1,80,000–3,40,000 (2017 IDA pay scale as per DPE guidelines).

  • Dearness Allowance (DA): As per the revised IDA scheme.

  • Annual Increment: 3% of basic pay annually, with provisions for stagnation increments based on performance rating of “Good” or above.

  • HRA & Perks: As per DPE Office Memorandums dated 03.08.2017 and 04.08.2017. Total perks capped at 35% of basic pay.

  • Performance Related Pay (PRP): As per Government norms.

  • Superannuation Benefits: As per approved DPE schemes.

Headquarters & Facilities

His headquarters will be New Delhi, and he will be liable to serve anywhere in India as per DFCCIL’s requirements.

He will be entitled to residential accommodation (company-owned/leased/self-lease) as per DPE norms, with rent recovery as prescribed.

A staff car facility for official and limited private use will be available with defined monthly kilometer ceilings and a fixed monthly recovery amount.

Conduct & Post-Retirement Clause

The Conduct, Discipline and Appeal Rules applicable to below Board-level executives will apply, with the President of India as the Disciplinary Authority in his case.

Post-retirement, he will not accept employment in firms having business relations with DFCCIL for one year without prior Government approval.

The order has been issued with the concurrence of the Finance Directorate of the Ministry of Railways.
