ACC has approved the proposal of the Ministry of Ports, Shipping and Waterways for the appointment of Shri S. Thirumalai Selvam, General Manager, SAIL, to the post of Director (Projects), Sagarmala Finance Corporation Limited.

New Delhi, October 1, 2025: S Thirumalai Selvam assumed the office of the Director (Projects) in SAGARMALA FINANCIAL CORPORATION LIMITED (SMFCL) in Sep 2025. Earlier the Appointments Committee of the Cabinet (ACC) has approved the proposal of the Ministry of Ports, Shipping and Waterways for the appointment of Shri S. Thirumalai Selvam, General Manager, Steel Authority of India Limited (SAIL), to the post of Director (Projects), Sagarmala Finance Corporation Limited (SMFCL) with effect from the date of his assumption of charge of the post till the date of his superannuation, i.e., 30.06.2029, or until further orders, whichever is earlier.

He holds a bachelor’s degree in mechanical engineering and two master’s degrees, in Consultancy Management and in Human Resource Management. He is also a certified Chartered Engineer, accredited by the Institution of Engineers (India).
He began his professional journey in 1995 as a Management Trainee (Technical) with the Steel Authority of India Limited (SAIL) at Bokaro Steel Plant. On completion of his training, joined SAIL’s premier corporate research arm—the Research and Development Centre for Iron and Steel (RDCIS), Ranchi—in 1996.

His expertise covers the entire spectrum of project management, including planning and scheduling, engineering design coordination, feasibility studies and DPR preparation, cost estimation and budgeting, risk assessment and mitigation planning, procurement and contract management, and construction and commissioning supervision.
Before joining the SAIL, he served in the Indian Air Force for eight years, which provided him with a strong foundation in engineering precision, discipline, and technical excellence.
He has authored more than 30 technical papers in reputed national and international journals and holds around 10 Indian patents. His technical proficiency was further enhanced through specialized training on Industrial Hydraulic Systems at M/s North American Co., Cleveland, USA.
In recognition of his professional achievements, he has received numerous awards, including the Engineering Excellence Award from the Institution of Engineers (India), Jharkhand State Centre; the MECON Award for best Project Management from the Indian Institute of Metals (IIM); the Best Paper Award by IIT Guwahati; the Best Presentation Award by IIM; as well as several accolades from SAIL/RDCIS, such as the Jawahar Award for Best Technical Executive, Best Patent Award, Best Project Award, and Best Innovation Award, among others.
