India’s Judiciary Digitizes Over 660 Crore Pages as Digital Courts Transform Justice Delivery
New Delhi, 12 March 2026 – The Government of India has significantly accelerated the digitization of the judiciary under the e-Courts Mission Mode Project, marking a transformative step toward paperless, technology-driven courts. The initiative has enhanced transparency, accessibility, and efficiency in India’s justice system.
Key Milestones Achieved

Over 660.36 crore pages of court records digitized, creating a robust digital repository for current and legacy cases.

2,444 eSewaKendras established, providing front-end facilitation services to citizens and lawyers across the country.

Case Information System (CIS) upgraded to version 4.0, ensuring faster, more objective, and transparent case management.

Over 3.97 crore hearings conducted via video conferencing, while 1.07 crore cases have been filed electronically through the eFiling platform.

Live streaming of court proceedings expanded to 11 High Courts, including Uttarakhand, Calcutta, Telangana, and Meghalaya.
e-Courts Mission: Phases and Progress

Phase I (2011–2015, ₹935 crore): Focused on foundational digital infrastructure, computerizing 14,249 District and Subordinate Courts, installing LANs in 13,683 courts, enabling video conferencing in 493 courts, and connecting 347 jails.

Phase II (2015–2023, ₹1,670 crore): Expanded digital services, increasing computerized courts to 18,735, video conferencing coverage over fivefold, and introducing platforms like the National Judicial Data Grid (NJDG) and eSewaKendras.

Phase III (2023–2027, ₹7,210 crore): Aims for Digital and Paperless Courts, universal eSewaKendra coverage, cloud-based storage of digitized court records, AI-powered tools for case analysis, and AI/ML-enabled defect identification developed in collaboration with IIT Madras.
Advanced Technology Integration
The judiciary has incorporated advanced digital tools to streamline workflows:

Legal Research and Analysis Assistant (LegRAA): Developed by NIC’s Centre of Excellence under the eCommittee, assisting judges with AI-driven case analysis.

AI/ML-enabled defect identification: Helps identify procedural or filing defects, improving case accuracy and efficiency.

Digital Courts Platform: Provides judges with complete digital access to case documents, pleadings, and evidence, significantly reducing paper dependency.
Expanding Citizen Access
All eCourts portals are hosted on NIC’s cloud infrastructure, while district court websites have migrated to the S3WAAS platform (Secure, Scalable, Sugamya Website as a Service), improving accessibility and security for citizens.
Minister of State (Independent Charge) for Law and Justice, Shri Arjun Ram Meghwal, emphasized that these initiatives represent a major leap toward a transparent, efficient, and technology-driven judicial system, ensuring faster case disposal and broader access to justice.
With these advancements, India’s judiciary is on track to become fully digital, paperless, and AI-enabled, providing citizens and legal professionals with a seamless, accessible, and modern justice delivery ecosystem.
