A few days after completing his one-year term as Joint Secretary in the Government of India, the New Delhi establishment empaneled Vinay Kumar (IAS: 1999: BH) for a position at the Centre with the rank of Additional Secretary. While some may perceive his empanelment as a special case, that is not accurate.

Reportedly, he completed a one-year term on Central Deputation as Joint Secretary (Road Transport & Highways) which is considered to be one of the eligibilities for AS-level empanelment. Similarly, a minimum of one year of work experience at the director level in the Government of India is now also mandatory for Joint Secretary level empanelment.
