China’s Ministry of Industry and Information Technology (MIIT) has released a comprehensive action plan for the high-quality development of industrial internet platforms from 2026 to 2028, aiming to accelerate new industrialization and cultivate advanced productive forces.

According to the plan, by 2028, China intends to host over 450 influential industrial internet platforms, up from the current 340+. The number of industrial devices connected to key platforms is projected to surpass 120 million, with platform penetration rates expected to exceed 55 percent.

As the backbone of the industrial internet, these platforms serve as crucial hubs for data aggregation, model accumulation, and application development, enabling ubiquitous connection, flexible supply, and efficient allocation of industrial resources.

The action plan highlights three strategic priorities:

  1. Promoting differentiated platform development to cater to industry-specific needs.

  2. Strengthening AI integration, encouraging enterprises to invest in high-quality datasets, industrial large models, and intelligent industrial agents.

  3. Deepening scene-based applications to accelerate practical adoption across sectors.

The plan also outlines four key initiatives:

  • Cultivating a multi-tier platform system with a four-level structure from basic to ecosystem platforms.

  • Aggregating industrial data to enhance intelligence.

  • Promoting large-scale applications of industrial internet solutions.

  • Strengthening the industrial ecosystem, fostering innovation, and collaboration.

In terms of market applications, China plans to support innovative service models, including pay-after-use and subscription-based services, to encourage flexible and sustainable adoption.

MIIT emphasizes that these measures will transform China’s early advantages in data accumulation and industrial mechanisms into a competitive edge for the digital and intelligent transformation of manufacturing, positioning the country as a global leader in industrial internet development.
