New Delhi, January 16, 2026: In a key appointment within the vigilance setup of major Public Sector Undertakings (PSUs), the Department of Personnel and Training (DoPT) has entrusted Ms. Shruti Agnihotriy, IRAS(98), with the additional charge of Chief Vigilance Officer (CVO) of Indian Oil Corporation Limited (IOCL), Delhi.

The decision was formalized through an Office Memorandum issued by the DoPT on Thursday.

Appointment Details:

  • Officer: Ms. Shruti Agnihotriy, Indian Railway Accounts Service (IRAS), 1998 batch.

  • Current Post: Chief Vigilance Officer (CVO), Engineers India Ltd. (EIL), Delhi.

  • Additional Charge: Chief Vigilance Officer (CVO), Indian Oil Corporation Ltd. (IOCL), Delhi.

  • Tenure: The additional charge is effective from December 24, 2025, for a period of six months. It will continue until the appointment of a regular CVO for IOCL or until further orders, whichever is earlier.

Role of a CVO:

The Chief Vigilance Officer is a critical statutory position in central PSUs, functioning as the apex authority for vigilance and anti-corruption matters within the organization. The CVO acts as a link between the company, the administrative ministry (here, Petroleum and Natural Gas), and the Central Vigilance Commission (CVC). They are responsible for ensuring integrity, transparency, and adherence to probity in all operations.

Significance of the Assignment:

IOCL is India's largest commercial enterprise and the leading national oil & gas company. Entrusting the CVO role at such a strategically vital "Maharatna" PSU underscores the government's trust in Ms. Agnihotriy's experience and expertise in vigilance administration. She will now oversee the vigilance apparatus of two major PSUs—EIL and IOCL—simultaneously.

The appointment follows a proposal from the Ministry of Petroleum and Natural Gas (OM dated 06.01.2026) and was approved by the Competent Authority in the DoPT. The order was signed by Ms. Sakshi Mittal, Director.

The Central Vigilance Commission has been informed of this temporary arrangement as per protocol.
