Coal India Set for Major Overhaul as New Labour Codes Implementation Gains Pace
Singrauli (MP), 21 May 2026: Coal India Limited (CIL), the world’s largest coal producer, is preparing for a significant transformation in its human resource and industrial relations framework. The company has intensified efforts to implement the four new Labour Codes introduced by the Central Government.
The four new Labour Codes — Wages Code 2019, Industrial Relations Code 2020, Social Security Code 2020, and Occupational Safety, Health and Working Conditions Code 2020 — were made effective from 21 November 2025. These codes have consolidated 29 earlier labour laws.
In a major development, Coal India Headquarters has issued detailed instructions to all its subsidiary companies for the smooth, coordinated, and systematic rollout of the new codes.
Official Communication from Coal India
A formal letter has been issued by Dr. Vinay Ranjan, Director (Human Resources), Coal India Limited, to the Chairman-cum-Managing Directors of all subsidiary companies including ECL, BCCL, CCL, NCL, SECL, WCL, MCL, and CMPDIL.
The letter emphasizes the need for better coordination among all departments to ensure effective implementation of the new labour laws. It expresses confidence that collective efforts by all stakeholders will lead to successful and seamless implementation.
Key Directives Issued by Coal India

Awareness & Training Programmes: All subsidiaries have been directed to organize comprehensive training and awareness sessions on the new Labour Codes. These programmes will involve HR, Industrial Relations, Legal, and Safety officers. Internal resources and subject matter experts will be utilized for this purpose.

Dialogue with Stakeholders: Companies must maintain positive communication with trade unions, contractual workers’ representatives, and other stakeholders to prevent any confusion or misunderstanding regarding the new provisions.

Compliance Review: A dedicated team will be formed in each subsidiary to review existing processes, documents, and systems to ensure full compliance with the new codes.

Nodal Officers: Every subsidiary company must appoint a senior-level Nodal Officer for Labour Code compliance. This officer will submit monthly progress reports to Coal India Headquarters by the 10th of every month in the prescribed format.

The compliance report format covers 24 key points related to the four Labour Codes. Major areas include:

Wage payment, overtime, deductions, and timely settlement of dues (within 2 days in case of resignation or termination)

Registration on Shram Suvidha Portal

Annual health check-ups for both regular and contractual employees

Formation of Safety Committees at mine and project level
