Indian Railways Sends 6-Member Delegation to Nepal for JWG & PSC Meetings on Cross-Border Rail Projects

New Delhi, June 2026: The Ministry of Railways (Railway Board) has approved the deputation of a six-member Indian Railways delegation to Nepal for participation in high-level bilateral meetings focused on cross-border rail connectivity projects between India and Nepal.

The delegation will visit Kathmandu on June 11 and 12, 2026 (excluding journey time) to attend the 8th Joint Working Group (JWG) Meeting and the 10th Project Steering Committee (PSC) Meeting.

 

Focus on India–Nepal Cross-Border Rail Projects

The meetings are part of ongoing cooperation between the Government of India and the Government of Nepal on cross-border rail link infrastructure projects, aimed at strengthening connectivity, trade, and transportation between the two countries.

Key discussions are expected to focus on project progress, technical coordination, and implementation issues related to railway connectivity corridors.

Composition of Railway Board Delegation

The approved delegation consists of senior Railway Board officials, including:

  • Avinash Kumar Mishra, Executive Director/Traffic Transportation (Team Leader)

  • Harbrinder Singh Bajwa, Executive Director (Finance & Management)

  • Vivek Kumar, Executive Director, Gati Shakti (Civil)

  • Binay Kumar Jha, Executive Director (Mechanical/Environment & Housekeeping)

  • Ms. Pallavi Joshi, Executive Director (Finance Coordination)

  • Jaikishan, Deputy Director, Traffic Transportation

The team represents key operational, financial, engineering, and planning divisions of Indian Railways.

 

Terms and Conditions of Deputation

The deputation will be governed under Government of India financial rules, including provisions of the Ministry of Finance guidelines for foreign travel.

Key provisions include:

  • Duration: 2 days (excluding travel time)

  • Travel and accommodation: As per official entitlement and status

  • Daily allowance: As per Ministry of External Affairs rules

  • Contingency expenses: Stationery, communication, and official logistics covered

  • Internal transport and hotel arrangements: Provided as per entitlement

  • Expenses charged to Railway Board budget heads

Post-Visit Reporting and Review

As per Railway Board instructions, the delegation is required to:

  • Submit a PowerPoint presentation to the full Railway Board after return

  • Prepare a detailed tour report highlighting outcomes, discussions, and achievements

  • Share reports with both the Railway Board and Ministry of External Affairs

This reporting mechanism is aimed at ensuring transparency and effective follow-up on international coordination efforts.

Strengthening India–Nepal Railway Cooperation

The visit reflects continued efforts by Indian Railways to enhance cross-border infrastructure collaboration with Nepal, particularly in railway connectivity projects that are strategically important for regional integration and trade facilitation.
