Mr. Tsewang Tharchin appointed as Additional Director in Rotational category of J&K Bank
Mumbai, 31 August: The Board of Directors of the Jammu and Kashmir Bank Ltd. approved the appointment of Mr. Tsewang Tharchin (DIN: 11907418) as an Additional Director in the category of Rotational Directors on the Board of Directors of the Bank with effect from August 31, 2026.
Shri Tsewang Tharchin is a 2007 batch officer of the Indian Audit and Accounts Service (IA&AS). He joined Ladakh Administration as Commissioner Secretary, Finance Department, on 06/07/2026. Before joining the administration, he worked as Accountant General (Audit), J&K, from 6th November 2025.
Before posting as AG, he worked as Dy Accountant General in J&K in May 2010 and then as Sr. Dy Accountant General in October 2016. Apart from audits, he has looked after compilation, preparation, and submission of state govt. accounts while working as Dy Accountant General in the office of Pr Accountant General (A&E), Punjab.
While posted there, he also held the charge of accounts of the UT of Chandigarh. This involved compilation of accounts of UT, Chandigarh; submission of the same to the Ministry of Finance, Govt. of India; and looking after GPF and pension entitlements of the employees of the UT.
He also worked as a financial advisor in the National Company Law Tribunal (NCLT) in New Delhi from 2021 to 2024 and then as principal director in the office of the Comptroller and Auditor General of India (CAG), New Delhi. During his stint in the CAG office, he was involved with processing audit reports for the states of J&K, Himachal Pradesh, Punjab, and Haryana and later for processing audit reports of the Ministry of Defense.
At the international level, Shri Tharchin has conducted the performance audit of the Arbitration and Mediation Centre (AMC) of the World Intellectual Property Organization (WIPO), Geneva, on deputation to the United Nations (UN). In 2020 he was part of a team nominated for an audit of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Sudan, on deputation with the United Nations.
He led the audit of the Consulate General of India (CGI), Jeddah; the Embassy of India, Riyadh; and the Embassy of India, Baghdad, Iraq. He also led the audit of Telecommunications Consultants India Limited (TCIL), Riyadh, Saudi Arabia; Air India Ltd., Riyadh; and Air India Ltd., Dharan/Dammam, Saudi Arabia.
In the year 2026, he was assigned the audit of the IAEA Staff Assistance Fund, Commissary, and Cafeteria in Geneva. Shri Tharchin holds a BA from Kashmir University and a Diploma in Management from IGNOU. In the audit domain, he is a CISA (Certified Information Systems Auditor) and CIA (Certified Internal Auditor).
