China to Boost Retail Sector Innovation and Quality Under 15th Five-Year Plan
New Delhi: China’s Ministry of Commerce has announced plans to accelerate the innovative transformation and high-quality development of the country’s retail industry during the upcoming 15th Five-Year Plan period (2026–2030).
At a press briefing, ministry spokesperson He Yadong said that the government will issue new guidelines as the first step toward reshaping the retail landscape. The move includes increasing policy support to stimulate both supply-side innovation and demand-driven growth.
The guidelines will focus on establishing a “virtuous cycle between new supply and new demand” through:

Upgrading the quality of goods and consumer services
Officials said the upcoming reforms are intended to strengthen retail modernization, enhance competitiveness, and support China’s long-term consumption-driven growth strategy.
